Will Small Cell Legislation Speed Up Small Cells?
Last year the industry saw states pass legislation, creating uniform procedures for local approval of small cells in public rights-of-way. In California, similar legislation, SB 649, passed the legislature only to be vetoed by Gov. Brown. Our panel will discuss why the bill didn’t pass and if a legislative remedy may be reintroduced in 2018. In some states, municipalities have fought state legislation with moratoria in some states and others have passed helpful ordinances. With thousands of small cells needed to supply capacity for 5G, what measures can be passed to allow the pace of deployment keep up? And how is the FCC helping?

Camouflage: Wireless Hiding in Plain “Site”
One of the keys to the zoning process for small cells is aesthetics. A whole industry is devoted to making sure small cells and DAS nodes are heard and not seen, so that the public does not object to their deployment. How is the process of camouflaging small cells evolving? What are the new technologies and designs that will ensure the acceptance of what will become the backbone of tomorrow’s 5G networks?
